I am planning on traveling to the EU with my dog soon. I am a little confused about the microchip vs a tattoo. Some of the resources I have seen say that the dog must have a microchip and that all vaccinations must be given after the microchip is installed. Other resoures say that a tattoo is sufficient.

My pup has a tattoo and all vaccinations have been given. Do I need to microchip him and have all the vaccinations redone?

Depends on where you are going. Tattoos are not accepted by Ireland, Malta or the United Kingdom which only admit microchipped animals.

This is the official site of the EU.

What I do not get is how the tattoo could be applied before 2011 if your pet was born after that.

Belgium from the Belgium authorities. does your dog have to be
quarantined?
