At this point the puppies probably have good maternal antibodies and are at low risk of parvo; even in the most contaminated shelters, we rarely see parvo in puppies under 6 weeks, especially if they're with mom. But all that will change very very soon as they get older and start weaning so they need to get out ASAP.
In addition - and this has nothing to do with this particular shelter, just in general - it has been my observation in shelters that puppies in the 4-6 week range are at very high risk of death from malnourishment and hypothermia simply because the shelters are not set up to offer them age-appropriate food and keep them clean and dry once mom stops being able to provide for all their needs by herself.
If anyone is interested in these babies, now is probably the best and safest time to pull them.
