I just got my 13 week old her rabies shot and a week later, a hard lump has developed there. It is about the size of a large pea and doesn't hurt her but it seemed to have grown overnight. Anyone ever have this? Yes she went to the vet and is on antibiotics but just wanted to know anyone's experiance with this.

Yep, had it happen with my Basu. Isn't 12 weeks too young for rabies? I thought it was supposed to be at 16 weeks?

Anyway, back to the lump: it's probably an abscess--an infected pocket under the skin. That's why the vet prescribed abx. I would apply a hot compress to it 3 times a day to try to draw the fluid out. Once it bursts wash it well with a peroxide solution and then apply calendula ointment to it.

my vet said that a small lump is normal and will go away but he will not do rabies before 16 weeks of age

I wouldn't do rabies until the puppy is 6 months. I was told by the vet's office I could get a ticket for not complying with the law but I told them I would take my chances. My thinking was my dog is in a crate during the day when I am not home and she's on a leash at all times outside so why do I need the shot?

We've had a huge swelling a day after the shot, but not a week later.
If it's an abcess, then I'd apply the hot compresses like Ruth suggested, but I wouldn't use peroxide (destroys healthy skin) for cleaning, but rather just a mild soap. I wouldn't apply calendula in this case, since this will make the wound heal so fast that it could trap any puss/bacteria underneath.

My vet says 12 weeks is when they do it there so I just let her do it. I didn't know this was too young, and trusted my vet to manage her health. Maybe I screwed up but I really hadn't a clue that this was too early. Did I make her more susceptible/does this cause harm to her?
