I don't think there is any such beach around here. In fact, even leashed dogs are only allowed on the beach during the "off season" which seems to get a little shorter each year.

Fort Monroe, the military base, has an off-leash dog beach that is really nice and pretty big, too. We used to take our two there before we moved from Virginia to upstate New York, and they've always enjoyed it out there.
We used to take our dogs to Fort Monroe all the time and never realized that they had a dog park until we decided to drive all the way down the road past the club one time to see what was back there. *lol*
I don't know what the requirements will be for you to get on base if you are not military, but I would assume you can get a visitor's pass at the gate.
