older dog going after younger

I have written about this before, but was just wondering if its different because Jackson is pretty much same weight and size as Codi.
The problem is that Codi is not letting Jackson play with the toys. They do have their own "toy boxes", but Codi can be laying in her crate, and if someone throws the ball, and Jackson goes after it, Codi come storming out of her crate, and will charge Jackson. It really bothers me, because Codi is really starting to become possessive with toys, whether they are hers or not.
Is this normal? Should we lock Codi in her crate when its playtime for Jackson? And just do seperate playtimes? At what point do you think it will be ok to play both together?

I am on my second pair of GSD's. I think the behavior you describe is normal. They act a lot like little kids (teasing). Many times toys or bones will lay around and neither one could care less about it until one starts playing. Then the other will get jealous/possessive.

To be honest, they're a lot like my 2 and 4 year old children. I wouldn't worry about it.
