My Papillon, Jester, can tend to be a little timid around certain people (some men). He has come a long way, but he still has major issues on leash. Off-leash, he's fine, but on leash he tends to get fear aggressive. I think he's probably feeling a bit trapped. What are some ways we can work through this?

Have you tried having people give him yummy treats?

Yep, he won't take them, or eat them if they're just tossed near him.
