To confirm the dog has pano you do have to get an x ray which will show the striations in the bone. Until my pup was 14 months he had it on and off, and it went back and forth between the two front legs. We did the aspirin and vit c, and used rimadyl sparingly. No antibiotics for us.

You don't really need to go to the vet to confirm pano, more to eliminate anything else as the cause. If you go the rimadyl route, you'll need to get that from the vet I believe. My problem was a dog that doesn't know how to limit himself, and worrying it could be something more serious.
