If the dog's are properly cared for, I don't view it as hoarding. The Queen has six or seven Corgis, though I don't think anyone considers her a hoarder.
When the person can no longer care properly for their pets, yet keeps getting more, then that's when I believe it becomes hoarding.

Hoarding is considered hoarding when someone forms a strange association to an item and fears giving it away. A friend of mine's dad had about 15 dogs at one point just because when people sent their dogs to "live in the country", he would be that place... He just never said no... All the dogs had a great home, he was never "attached" to them, they were just there. He'd call in vets and he never appeared to care one way or the other about the dogs but they were all better taken care of than most people who put clothes on their dogs and let them sleep in their bed.
Someone once called the humane society driving by his property because they saw the "condition" his horses were in... They were pretty skinny, when they found out the horses were over 45, they left.

Would a hunter who had 15 Dogos be considered hoarding?
Farmers with 10 Great Pyrs protects flocks, as well as their 'house dogs' ?
I think pet ownership turns to hoarding when they can no longer care for the animals in question and have the perception that their slowly starving animals are 'fine'.

Hoarding is when you have more animals than you are able to provide for. Provide food, water, veterinary care and last but not least mental/physical stimulation and LOVE! In other words animals should not be stuck in a cage 24/7.

Hoarding is hoarding when the animals are not being properly cared for. Everyone has their personal opinion as to what "number" is too many for one person, but really it's none of anyones business how many animals someone has provided the following:
-Healthy
-See the vet when necessary (at the very least - injury or illness - vaccines and checkups would be debatable to some people)
-Loved
It's that simple.
Now personally our "number" depends on time, finances, and the dogs. Do we have time to spend with them? Training, grooming, yard maintenance (significant with multiple dogs), and just in general...time? We do. Not everyone would. It's pretty opinionated for someone to say how many dogs they feel someone else should have. Their priorities may be vastly different. I personally find that training puppies is not difficult nor time consuming. Others believe it takes two years before their dog is "well trained" and are constantly stressed because puppy is having accidents in the house, chewing up things, etc. If this is a lot of work for someone, they shouldn't have more than one dog at a time or at least not two young dogs. Others welcome the relief pups provide to the household and supervise enough in the early weeks to ensure bad habits don't develop into long term problems. Different strokes for different folks.
Also consider - we as a group in general feel that these dogs should have regular training. Many pet owners don't. It's the rare owner who even takes their dog to some kind of obedience class, much less a good one outside of petsmart or petco. Does that make them a bad owner or a hoarder if they have 6 dogs they don't do anything with other than love and care for? I don't think so. Some might disagree.
But IMHO, the bottom line is - it's not hoarding if the pets are cared for and loved and in good health. If a horse is 45 yrs old and so skinny AC is being called, it's probably time to let that horse pass peacefully. JMHO but age is not an excuse for that kind of thing. If they can't maintain weight and all measures have been taken to keep weight on, it's time to say goodbye.

To me, it depends on how many animals you can properly provide for - providing them with regular vet care and vaccines, food, exercise, and also interacting with them on a daily basis.
How much room you have for your dogs also plays a role. You could have plenty of money to provide for 25 Jack Russell Terriers, but if you have them all in a one-bedroom home with you, I think it would qualify as hoarding. How would you keep up caring for that number of dogs in such a small space? Is that even possible?

when you keep taking in animals you cant afford to care for and they're slowly starving to death i would say its hoarding. I agree with everything everyone else has said. Everyone has a different idea of what its is. I have a friend who thinks i'm a hoarder because i have more than one pet. thats his perception. He doesnt understand how i can manage kids, dogs and cats but its because he isnt in my place. We just spent $400 on our cats vet bill when she got sick and needed fluid drained from her lungs. yes it set us back but she's healthy and happy again and we're rebuilding what we spent. the thing thats funny about his perception is his parents (he lives with them when he's not at college) has 3 dogs and a cat. I'm curious to know what he would say if i brought that up.

lol he's really a great guy. He just doesnt understand how i handle it all. He is the type of person who believes you have one dog and devote all your time to that ONE dog. He wants a border collie and he's a hugely active person so i think thats a good choice for him. I'm the type of person who has and can handle multiple pets. Even now, my cat Faith is snoring on my shoulder. My dogs are happily snoozing in their kennels in the other room and our other cat titan is probably figuring out how to tease Shasta awake. lol. Some people find it hard to understand those who have multiple pets and pull off all the training. I find it easier to train my younger dogs when my older ones can set the example on whats expected.

Who me? I was just giving an example. If you ask me, 2 dogs is enough for anyone.

I have more dogs than most people - 6 (plus 1 inside cat and 2 outside cats that were strays that we had fixed and feed). But all are very well taken care of and they all live in my house and I would think they are quite happy. They want for nothing but yet some people would think that is too many dogs.

Hmmmm. I think some people are hoarding under ten, and others are not hoarding over ten. Everyone has a different level they can manage, or they should have. Some people should not own a living critter.
Now I have a number of dogs. I have to go home and make them their turkey, egg, and cheese sandwiches yet tonight. For people that think anything over one or two dogs is hoarding, it is funny, but how many times do you have someone with one dog, cannot get him on the scale for weight, is way overweight, needs to be anesthisized to have the toenails trimmed, muzzled in the waiting room, etc, etc. You would think that with just one dog, that dog could be well trained, and well socialized, well exercised, etc.
My worst dog is an angel compared to some people's dogs that have just one or two.

I think it also goes without saying that those with multiples usually do it to have a dog. They fully enjoy the training, the love, and the work that goes into it.
People who usually have one dog (in my experiance) did the 'ooooo soo pretty!' in the petstore and let it become a little monster.
I think I explained myself completely backwards and hope you understand!
(I only have one dog due to space. When we move we're getting a rott, and then a dobe, and then an irish wolfhound and o I would LOVE an iziban....)

I believe it's hoarding when you have so many animals that you are overwhelmed. If you cannot properly care for the animals you have and you continue to get more. When you AND your animals are living in filth because you have too many animals to pick up after. If you cannot say no to a dog when you already have 6 and you cannot properly care for them, that is hoarding.
I dont mind if people have 20 dogs as long as they have the money to take care of them, they are walked, fed, played with, loved and taken to the Vet when they need medical treatment. They can have as many as they want IMO.
Personally I think that I would feel overwhelmed with 7 or more animals.
