So I have an 11 month old German Shepherd male .. doesn’t seem his Getting any taller .. and he still has that puppy face I’ll attach some pictures

He looks nice, what's the problem? How tall is he exactly? What does he weigh? At 11 months he is still young, it takes at least 2 years for males to mature into their frame usually.
I wouldn’t worry about it. My guess is that he’s done getting taller. Most puppies stop growing up long before they finish filling out. From what I’ve heard, a lot of dogs are done getting taller by 8-9 months. 25” is plenty tall. Don’t worry.
Male GSD is 'officially' his between 24-26" at the withers. My dog is 25,5" and he looks short if there's another big gsds. But compared to other dogs in general... He's quite big. So 25" is not a problem at all and his youth looks might just be his looks. He IS still 11 months
Your pup is doing fine. He might grow another half inch or so from now until 2, but that's about all I'd expect.
For what it's worth, Jack didn't start looking "manly" in his face until he turned 2. Then the noble GSD expression and large fluffy mane finally surfaced.
