1.Any ideas why my dog(1.8Y) suddenly avoiding and running from bigger dogs and how can i make him more confident around them?
2.My dog wont play with other dog's especially outside, but when he do
play he makes weird noises like howling&growling what do you guys think is it?

Dogs at any age prefer to have playmates of a similar size and weight. Representatives of larger breeds see smaller breeds as some sort of a toy, and their predatory instinct switches on if your dog is running away from them. Your dog knows he is hunted because he hunts something or somebody himself, he knows that that big one wants to use him as a toy. Don't take him to big dogs who want to play with him, it might end in bad accident with lots of tears. Those who are just friendly and move slowly in his presence are OK.
The noises you dog produces are of excitement over the issue (whatever is there, some play). If he does this, very likely you can teach him singing. Start sining something without words in half voice and see if he responds.

is there any way to rehabilitate him?
like taking him to a friend's house and let him deal with dog that matches to his size or a bigger one?
