I would take him to the vet and get a skin scrape, biopsy, or have those suckers sliced open... whichever applies. I can’t tell from the photos what they are. If you have an idea of what they could be, it could help direct the replies you get.
I agree, this should be seen by a vet. They sort of look like infected hair follicles, but could be insect bites or something very serious. I'm not a vet.
