Spots of bright red blood *usually* isn't an incredibly serious sign . It's usually coming from the lower intestines (as mentioned, could be inflammation, parasites like worms, giardia that hasn't gotten too bad yet, or similar). I'd still get him in as soon as possible.

On the list of all the things that can go wrong with my dogs that keep me up at night (The list is actually a 72-volume book), small bright red "spots" of blood doesn't do it. But yes, he should go in, because whatever is causing this slight bleeding could cause more serious bleeding if not treated sooner rather than later.
