Hi i recently got a GSD pup and she's about 4months rite now and since i'm new to owning a dog i have a couple of questions to ask. My dog doesn't pay attention when i call her and when we go for a walk, she would usually tug a lot and bark at other dogs and tries to go after them; at some point she would just lie down and not even move when it comes to a grassy area, i try to persuade her to come with treats and still she does nothing. During training i can't get her attention (even with treats) because she's so focused on wanting to play with other dogs.

Also i have i'm wondering if i should keep the dog indoors or outdoors

At 4 months, your "dog" is still a baby. I would take her to a good club and start training, preferably in the puppy-class. She apparently doesn't know anything about treats yet, so you will have to teach her.

I would keep my dog in doors. A dog will guard your house better when it's in it, after all.

Still a pup but a good time to start. The book I wish I'd had 13 years ago instead of 5 years ago:
Sheila Booth "Purely Possitive Training: Companion to Competition" which takes you from puppy training to competition training with positive methods and motivation. If you cannot find it locally (I don't know what is "local" for you) you can buy if from dogwise http://www.dogwise.com which is one of my favorite stores.

Sounds like you have a wonderful and normal GSD puppy. ANd, like any 'kid' they listen better if you make it worth their while! I know I use a ziplock full of yummy treats (and a hungry pup) to practice 'attention' and my pup coming. Add a tug toy and game as a reward for coming to me and it's amazing how well they do.

"making' a puppy do something (BECAUSE I SAID SO YOU WILL COME!!!!!!!!!!!!!!!!!!!!!) only ends up with avoidance and more ignoring (running away even) so we have to be smarter and think of what makes us wonderful so a puppy would want to come.

DOG CLASSES would be amazing at this time. Puppy kindergarten for the vital socialization. And the instruction at the appropriate level for puppies. Any clicker classes. Hopefully the pups already gone on many car rides, met all your friends, all your family, gone down town, to work, playgrounds, schoolyards.................
