What I would do if I were you is contact the shelter first, to see how much time he has, and then work from there.
If his time is limited, and your family wants him badly, you may want to take a road trip.
If you have some time to work with, you should:
1. Contact your local GSD rescue and see if they can help you. Perhaps they can pull, and you can foster to adopt.
2. Most of the rescues here on the board won't help with transport until references and home visit for you have been done. It is nothing against you, it is all for the dog. There have been private adopters and some not-so-reputable rescues who have gotten transport help, and the end result has not been good for the dog.
3. I have read some of your other posts, and it sounds like you have some great breeder friends on the board and that you tried every option with your other GSD. I'm sorry for your loss.
4. Sometimes it is a little iffy for a private adopter to do a long-distance adoption without a rescue backing you up. You could possibly find that the dog isn't the proper dog for your family, and without rescue back up, your fall-back options are very limited.
5. If you are really committed to adopting this boy, I'm sure you will be able to, it will just take some networking, hard work and patience.
