Yes to all of the above.
My females got VERY clingy when they went into heat. They were also rather bitchy towards the other dogs (extremely bitchy towards other females -spayed or not).
I would be cautious about taking her out for walks while she's in heat. If a loose intact male dog is within a mile or so they will smell her and come a running. And you would have a very hard time keep him off her.
As for the distracted part - yes. Right now her body is telling her brain she should be breeding. It's a hormone thing!
