What he's going through is normal...both ears up-both ears down--one ear up..one ear down....once he's through teething and has his adult teeth....both ears WILL stand....no need for you to try to help....let nature take it's course....he'll be fine

his ears haven't been up since he was about 4 months old he also shakes his head a lot could that make his ears fall back down

If he's shaking his head often you may want to check for ear mites or infection.Ears almost always go up when the adult teeth are in.
