My 11 month gsd is only 60 pounds. The length and height is fine according to the vet. Even the head is small in comparison to the body. Can someone suggest what to do with the weight and increasing the head size?

Honestly, looks normal to me. 11 months old means he/she is still growing. They can be growing still at 2 years old. That’s very normal. You will likely see an increase in the head size as they get older and bulk out.

the Shepard on the right is about 100 pounds but you can see he still has a narrow face and thin legs.

Looks completely normal to me as well. The leaner the better for your shepherd. Obesity will lead to hip and joint problems and tend to reduce their quality of life. You have a beautiful dog. The muzzle size also depends upon the parents' head size and how much the young shepherd has been chewing to use their jaws. The more you play tug of war, let them chew on appropriate things, the better their muzzle grow. And please do not worry about the weight, they anyways become bulkier after 2 years of age. I agree with everyone else. Your puppy looks fine. He's not done growing yet so be patient. If he's not eating at least 3 cups a day, that's a concern. And if he has a healthy appetite but you can see his ribs, that's also a concern you may want to bring up with your vet. Intestinal worms will rob your puppy of vital nutrients no matter how much they eat. He does look a little bit like a belgian malinois. If he is part malinois, then his healthy weight will be a little smaller and skinnier than a classic German shepherd.
