Piddling still at 16 months?

I can tell my boy to sit in the softest voice possible and he still piddles. My brother, and pretty much anyone else for that matter can tell him to sit and he is fine. He also piddled last night when I was showing him a new toy that I got him. I have no idea how to stop this. I have only raised my voice maybe once or twice at him because he goes nuts if he hears a car horn even if on tv. Any ideas?

It's important to make sure he's clear with the vet so it's not a medical issue.

Otherwise it's probably excitement urination that can be managed and made alot better if we work on it. Here are some sites with good info:

How to Treat a Dog With Submissive/Excitement Urination | eHow.com

Excitement Urination in Dogs: How to Stop a Dog from Urinating When Excited, During Greetings

How are all the weekly socialization visits going outside the home? How are the dog classes? Is he the same out in public or is this just in the home? He turning into a stable and confident adult dog?
