Constant whining/alert barking?

We recently got our first German Shepherd puppy - a four month old male - and we had expected him to be vocal. However, he whines almost consistently any time he's out, nervous, or excited (which essentially means all the time). He whines excessively when we try to take him into public to socialize, and nonstop the entire time he is in the car. He also barks nonstop as soon as he sees a dog or person any time we are out anywhere. We've been taking him out to try and get him used to it, but he hasn't made any improvements. I'd like to take him to places like the dog park or dog beach or out into the town to walk around but he reacts so strongly just from being in the car and being in the neighborhood I don't want to risk it. Has anyone had a similar issue and has success in minimizing how vocal their dog is while out in public and in the car?

My aussie was very vocal in the car until I discovered that he loved opera He would quietly listen. So, perhaps, music (try different kinds) will help your pup to relax. For the barking at people and dogs when you are walking him be sure to take along treats. If he is not treat motivated take his ball or a toy. When he barks, stand in front of him and have him sit, you can quiet him by putting your hand gently on his muzzle, when he is quiet - reward him with a treat or his ball or toy.

I'd back off on the socializing and let him grow up some more. Work on your engagement at home and places with little to no distractions. In the car crate him and cover the crate so he isn't rehearsing whining in the car, and getting over stimulated by what's going on outside.
