14 Week Old Puppy Ignoring

Hi guys, this is basically the last question I have for now (or at least I believe it is), during training.. My puppy ignores, I never repeat my commands.. I wait them out.. So let's say he's down there and I say "come" he's gonna stare at me for at least a minute or so, and then will FINALLY come, but when he does he starts whining and complaining.

With every other command as well like, sit, or roll over, or any of that, I have to wait it out still, if I tell him roll over, he stares, and then IF he decides to do the command he STILL starts whining, and complaining and barking as if he's insanely impatient.

How can I fix this?

Be more exciting so he wants to come to you. Help him roll over and reward him a lot when he does. He's a baby. Don't wait him out. Help him. Engage him. Reward him.
