Question Puppy stretching over dachshund

Hi Everyone!

I've been trying to google this behavior, but I can't find anything. When our neutered standard size male 8 yr old dachshund is laying on the floor our 20 week old male shepherd will come over and stretch over top of him. Is this the puppy being dominate over the dachshund, is the puppy just being a jerk, or does it just mean nothing? It drives me nuts. He's a pretty good puppy. I've finally gotten him to the point where he likes to snuggle with us, he's learning tricks, and has boundless energy. The two of them usually play together well and the dachshund doesn't seem to care that the puppy is stretching over him at all.. so should I care? The dachshund will tell the puppy off if he's being too annoying. The puppy will also sit on the dachshund if he is laying down. I get the puppy to stop that tho. If I need to stop this stretching, how do I do it beyond telling him "off" or "no" or "leave it"? Thanks!!!
