what can these warts be? what to do... how to treat?

Perhaps some kind of chemical burn or reaction? I would definitely get a vet to look at it to get a treatment plan in place

Looks like what is called puppy impetigo - basically an infection of the skin follicles usually attributed to staphylococcus. Easily treated with oral antibiotics.
