Just curious...why was he at U of Penn?

I would keep him on a strict schedule and take him out every couple of hours. I would try not to leave him unattended for long until he gets the idea that the crate is for sleeping and outside is for bathroom. Also, keep him on a leash when he is out for quick access to taking him out.

Praise, treat, praise when you take him out and he goes.

Put him in a smaller crate, if his crate is too big then he will continue to go to the bathroom in it. If you don't have a smaller crate then try to section part of it off.
