They are notoriously slow to understand the impact of animals in the legal system. If a dog is attacking you, then maybe the sherriff will come. If the dog is attacking your dog, no way -- that is here.
If it was attacking me, the sherriff said to go ahead and shoot it, if it is attacking my dog, no way.
So the neighbors slimey mutt that they leave to its own devices can litterally tear up my show dogs on my property and if it happens, THEN I can take them to court to get the replacement cost of the dog -- whippee!
So they do NOTHING! And this is county-wide. Then when some nutter shoots the neighbor dog in his yard, everyone gets in a huff about it. I blame the sherriff for these incidents.
Sorry, but we have a leash law here. If it was enforced, if people felt they could call and get results, maybe most of them would not feel they HAD to take the law into their own hands.
So how does that apply to you, well if there is any comfort in knowing that your feelings are valid and you are not alone, then you have that. What to do about the system. Well, it is just too **** bad that IF something DID happen, you could not sue the law enforcement agencies and the judge.
On the flip side, the more dog-cases make it to the docket, the more the legislature will feel that they need to regulate dogs more and tax dogs more, and well some of what they put forth might not be what you are looking for at all.
