I am surprised the dog attacked a person. Killing a small dog is horrible, but not so much a shock. Perhaps the shelter more readily released the shepherd to its' owners, because it had not attacked a human. I wonder the circumstances of the second attack.

And shame, shame, shame on the GSD owners for allowing this to happen. There is nothing they could do? Seriously? I'd be banned, if I used the words I wanted to right now.

I've seen some of the rules that counties have for "dangerous dogs". If they had been followed no one would have gotten hurt. Perhaps the shelter should have inspected the property to see if they had sufficient fencing / Kennel / muzzles etc. Of course, just having those things doesn't mean that they would be used.

The maltese was "mauled" not killed, I believe, and it makes sense that the owners could get the dog back if they followed certain rules. Most dogs that go after other dogs are not going to attack a person. Sad this happened, but I don't see the shelter as the negligent ones in this story.
