Usually it is a dog that shows a lack of confidence, or not into being around strange people. Sound sensitivity or surface timidness. Tail tucking when in a new situation(training field)
Of course the bite should be deep and a firm grip on a rag or bite wedge. The dog should move forward and not shy away when approached by the helper. So much more, but if those things are present, then moving on to training may be questionable. Some dogs need more than one or two sessions to see who they really are, and some dogs show it right out of the vehicle.

Nerves/confidence, drives (yes plural it's not all about prey drive) and I try and see how the dog thinks. How we go about looking for that stuff depends on the dog the age and the breed (even though I'm sure here we're talking about GSD's). It's kinda hard to explain. Once you see it, it's easier explain/figure out.
