This is old school. The best advice is to have as many people as possible pet your dog so your dog is comfortable in all settings with all kinds of people and then your dog will develop a been-there-done-that attitude and not care any more. It also makes your dog safer so he knows what is a threat and what isn't a threat and it's not just someone or something they haven't been exposed to.

I expect my dog to be able to go through a crowd of people and not bother anyone unless someone wants to pet him and then he's fine with it. He has to mind his manners when people pet him and that includes no jumping up and for kids or tippy old people, he sits or downs so he can't possibly knock them over by accident.

My male doesn't care to interacted with, but if people ask if they can pet him (particularly kids) I allow it. My female is still puppish anyway, but she loves attention from people.

Now, for people who come up to me and pet without asking, that is a no no.. thats more for their knowledge than my dogs though.. .that can go really bad with the wrong dog

GSD's are supposed to be aloof by nature of their breed. Nobody should touch your dog without permission first, it's just kind of rude. But there isn't any reason you can't allow people to pet your dog. I think that's a personal judgment call.

Most people are not idiots, and I've never had anyone sneak up from behind. They are usually excited and you can see them coming. There isn't any reason to not let people pet your dog. If you shoo ppl away then he will learn there is something wrong with everyone. You want him to learn good people from bad people. Read what Elaine posted again. That's what you should be striving for.

its not bad, but you need to be aware of that. My dog doesn't seek affection from anyone... me only sometimes. That being said, he doesn't react negatively to being pet. He just doesn't give a rip. He won't wag his tail because you're giving him googly noises and petting/scratching. He's just a loner lol. My female is a lap dog
