Why do people bark at other peoples' dogs?

I just don't get it. I'll be walking Bianca and suddenly I will hear some stranger on the street go, "Woof woof!"

Why do people do this? What sort of reaction are they expecting to get here?

My previous dogs didn't even look around when people would do this, they were so used to it that they totally ignored it. Bianca though is usually on guard while we are walking, and she whips her head around to look at the person and then continues walking.

Hahaha, I sometimes make doggy noises at dogs who people have left in their cars to go grocery shopping in the winter...

They are idiots. I have a bunch that walks by my yard and they think it is sooo funny to get Neek all riled up. So far I have ignored it but I am getting ready to say something. With Sash I actually had kids who would throw stuff over the fence.
What Id like to know is: maybe we will get some answers on how to handle this?
I think it is harrassment. After all, Neek does NOT go up to the fence with his tail wagging when they do this.

Cuz they're idiots. Ris will either ignore them completely or look at them like they're nuts. I tend to give them dirty looks. . .

Lots of weirdos out there, I guess. Out on walks we've been barked at a few times and we had one strange individual who loudly said "sic 'um" as we passed.

Yes, I have had this happen a few times, once when I was driving to the bank I had the windows rolled down with both dogs in the backseat, a truck with two kids drove up and they both started barking through their windows at my dogs, Riddick paid them no mind, but Rogue was all ready to jump through the window at them, it really angered me because I have been working so hard on getting her to trust people and that incident really set us back a notch. People can be frustrating at times.

When Stark was a baby (10 - 12 weeks old) this family in my building (Mom, Grandma, and 2 little girls under 10 years old) would frequently see me taking Stark out for a potty break.

The little girls would walk up to him SCREAM in his face and then continue to BARK and WOOF at him. The Grandma and Mother never did anything about it. Finally after the third time this happened I stopped, looked right at the Grandmother and Mom then at the little kids and said, "Next time you bark at my dog or scream anywhere near him I will do the same to you. You are going to scare my puppy, he is a baby. If your Mom or Grandma won't do say anything to you about it, I will. If you are scared of him then ignore him, if you want to say hello then ask me nicely and I will let you pet him." I then turned to the Grandmother and Mom and said, "Next time I am calling the police to deal with you two. How irresponsible is it of yous to allow this. Grow up and get a brain."

I see the family regularly and the kids don't scream, but the Grandmother will actually get off the elevator early (on another floor) if we come on.

Needless to say, they haven't tried to yell or bark at Stark since.

Makes me angry just thinking about it.
