How old is your puppy? Even if the breeder was feeding him 4 times a day, you should be able to cut that back to 3 times a day immediately. Give him the same amount per day, just divide it into fewer, larger meals instead of more, smaller meals.
Two of my dogs were eating two meals a day at 9 weeks old. But I did a lot of training with them, so they got some food between those meals. I use a lot of their kibble for treats when they're young. I saved higher value treats for when we got to the point of working outdoors around distractions, in class (also highly distracting), and for working on the recall at home.
Training treats should be very small, and preferably soft. I use pieces the size of a pea or less.
