Cut the chicken up?

We have two GSDs, 1 is 13 months old, the other is 4 1/2 months old.
We feed a combination of raw and kibble. When feeding them raw chicken, I just toss it (usually a leg quarter, but sometimes a couple of wings or a back) in their bowls and let them go at it.
Understandably, the younger pup takes much longer to eat his chicken. I've started cutting the skin off and then (the skin) into pieces to make it easier for him. My hubby says I should be cutting the leg quarter up into smaller pieces for him. I think as long as he's able to eat the quarter without choking there's no need to cut it up.
Which is better, cut up or whole?

The 4 1/2 month old is starting to teethe, so I would just watch to see if he is having problems at this time. If so, maybe cut the leg/thigh apart.
I fed small whole 1/4's to Karlo, no problem, but he didn't have a rough time teething.

Thank you. We cut it up for him last night and he had a much easier time with it. He's such a little pig!
