Question Submissive or excitement peeing

Hello everyone,

First of all I would like to say how thankful I am for this website and everyones wonderful insight on posts.

Lets begin, My german Shepherd (Brutus) is almost 13 weeks now. He has been socialized as much as possible and has met all types of people. That being said, he never pees or whines when someone new or slightly familiar pets him. But, every time my roommate (who is African American if that helps) goes to pet him he sometimes whines and almost every time pees. Is he being submissive or is it excitement? Brutus has known my roommate as long as he has known me. My roommate has disciplined him a couple times (non aggressively).Besides the peeing he generally loves playing with my roommate and is happy to see him every time he has been gone. He does not pee with anyone else unless I catch him doing something wrong and I yell "no". Is he doing this out of fear or excitement? Thank you in advance!
