Socializing with other dogs

My German shepherd is 19 weeks and I've tried to socialize him with other dogs but it was hard because I could hardly find other dogs that were nice for him to socialize with. so after him having met a few other dogs that just bark at him, he's starting to do the same with others. Is it to late to make him nice with other dogs? What should I do?

Do you have any puppy classes in your area? That's where I socialized my puppies as soon as I got them.

I live in Tooele, Utah. I think there is one place where they do that, but he had to be 16 weeks with all his shots. But now their classes are full. So I have to wait till their next class which is in the beginning of next year.

Sign up for the classes but TALK TO THE INSTRUCTOR NOW.

Explain your situation and what's happening, asking for their help prior to starting classes. Any ideas they give to help will help them when you show up for class in 2 months. They may have ideas of other dogs/classes you can go to.

There are also Trick classes? Puppy classes? Clicker classes? ANY type of class would be better then no classes right now for you probably as long as they were POSITIVE based and fun. Don't limit yourself too much on distance (though be practical) . My best classes are an hour away so that's where I go, combining shopping and dog walks depending on the day.
