I am glad that Australia is so advanced that there are no children being abused or neglected, no sexual predators, no drug-related violence, no domestic violence, no thieves, muggers, murderers, and the police have nothing better to do than to time citizens' dogs being crated or otherwise confined.

We here in the states have enough trouble with cruelty. And by cruelty, I mean where dogs have serious injuries. Every time you see photos of dogs being seized from a puppy mill, there are already laws covering that, else there would be no seizure. And we wait until folks have animals in such a state that rescue workers all say, "this is the worst case I've ever seen." If there was a law forcing folks to walk the dog, than these people would have 51 counts of felony animal cruelty, and 51 counts of misdemeanor didn't walk the dog. Prosecutors will act like they are doing them a favor, if they plead guilty to the felony counts, they will drop the misdemeanor counts.

It's a baloney law, and cops have plenty better to do, even in Australia.

I agree with Springbrz. These headlines are misleading teasing people to read an otherwise boring article. the key words are confined and freedom of movement. How the leaders plan to use this law, what exactly do they consider confined and freedom?

After reading the articles, this law applies to animals that are confined with movement restricted (tied up, small kennel, crated) for 24 hours. After this amount of time, the dog must be free to move for a couple hours. Not walked, necessarily, but allowed to move around like in the fenced backyard.

Journalists took it and ran, but it's a pretty basic animal welfare law. If the dog is loose in the house and backyard, for example, the law doesn't apply- as in that dog won't need to be walked, too.

But I'd say a dog confined as defined in the law for 24 hours should surely have some time to stretch his legs and move freely for a couple hours.
