there is no information to go on to give an answer.

I went back into some of your other posts and there is a trend to asking a question
without any information .

what would be nice is to know the dog's age .
If the dog is older it may be the signs of cushing's disease -- a greasy coat , poor hair quality.
Get a Vet check.

It may be seborrhea dermatitis -- identified by being greasy (tacky) and stinky . The dog would
be scratching itself to relieve the itchiness . This leads to broken skin, crusting and secondary skin

Sometimes a dietary deficiency -- Omega 3 in particular , but other essential fatty acids , a food sensitivity
promoted by an absorption problem -- digestive enzymes and probiotics lacking , parasites robbing the
dog of nutrients, universal body inflammation stimulating auto immune problems -- and endocrine problems.

Vet visit would be a good start to get a diagnosis .
