It's getting cold

Hey so I'm a new user so I'm not sure where the best place to post this or anything is but was wondering if anyone had any advice about my dog and the cold...
So I have a beautiful (around) 3 year old german shepherd/husky mix (though his fur is more like a shepherd and not as full as a husky) who basically has declared himself an indoor dog so while he may not be spending too much time outside in the cold, my apartment has been pretty cold and I can't afford to heat it (in the 20-35 degrees). I'm working on insulating my apartment but till then, is this too cold for him to be for extended periods of time? He's never left alone really but I'm worried that it might be too much for him.
Any suggestions?

how do you keep your pipes from freezing? I've had my inside dogs outside with me in 0 degree weather cutting firewood, but that's only for 3-4 hours, then they're back in a warm pickup. I'd guess he'd get use to it as long as he has some nice thick blankets to burrow into. Tuke and Zoeys dam was outdoors 24/7 and she does fine, has a barn, but she won't go in it.
