Sounds to me like you need to up the drive and the motivation for staying with you and for your obedience in general. If you've been training with food or toys, get them back out again. Short durations of heeling to keep it fun. She has to want what you have in order to work with any kind of enthusiasm.

You could also try heeling with a tab on the collar or the leash dragging on the ground. Drop the tab or leash but if you need to correct her forward, you can reach out and grab it.
