I think it depends on the persons' definition of "heel". For me, when I'm out walking my dogs, a 'heel' is them being by my side. They don't have to be focused on me and they don't have to maintain an EXACT position but they can't lag or forge too much and they can't stop to sniff.
That being said the only time I make my dogs heel on walks is when we are passing people or bikers or crossing a street. Otherwise they are allowed to roam to the end of the leash and explore (as long as they don't pull).
Since we live on 3 acres the dogs get their exercise in our field. Walks are for fun and exploring.
