Ok I know the subject is a little cliche but my older adopted german shepherd tank will sit for a treat and thats it, I know he knows more as he watches our other dog sit shake laydown stay roll over spin in a circle play dead and stand up but Tank refuses to do anything else even with coaching etc treats don't get his attention any ideas or ways others have dealt with this or am I stuck with him this way he's a great dog nonetheless

It sounds like he hasn't been trained beyond sitting for a treat, so that's all he'll do, he's not "refusing". No dog is too old to be trained, but simply watching another dog isn't going to be enough.
