I think it's a good idea to at least have 1 exchange, for the CGC test you have to hand your dog over to a stranger and walk away. I would rather practice that in a class than ask a total stranger to hold my dog's leash while I walk away.

My Tim is a bit timid and we attend the same class. I think trading handlers is a great idea.(No doubt, it does stress me out!)
No one "trains or works" the other dogs. Its just to get them to walk around with someone else. It is a good idea ..you never know when the vet, the groomer, your neighbor, has to lead your dog. Worst case scenario, you cant care for the dog anymore.. the dog should be able to be cared by someone else. My dog, very shy and sensitive, has thrived in this program. The trainer knows our issues and always makes sure Tim is doing OK!! We always have a great time.
