Are you training after you feed?
I would try training before meals when he/she is hungry. You could even use the kibble instead of your treats.
I have 1 dog that was fussy. I make home made liver brownies and all of my dogs would do back flips for them, the cat even likes them.

When I got Koda, he wasn't interested in treats, very picky with food. My trainer suggested that I train before feeding, took him a couple of weeks to "get it".

Some dogs plainly have no food drive. See if s/he'll play with some toys and see how interested in them s/he is. If s/he is very interested, you could use toys instead of food. You can still clicker train, just with toys. This does work good, especially with tug toys and Frisbees as rewards. If your dog won't play with toys, I suggest you to attempt to train him before feeding him, and using his dog food. This may work, and it may not. If that doesn't work try some cheese maybe. Some dogs really just don't have a food drive.
