New 19" Herm Sprenger Fur Saver Collar.

I bought this collar for Harley, measured wrong, it is too small. I can send it back, but I thought someone here may have a smaller GSD that may be able to use it. I paid $12 dollars plus shipping, I will sell it for $5 dollars and $2 dollars shipping? Still has tags on it, brand new, never used. If that is too much, let me know how much you would like to pay for it? If you need it and don't have any money, that is okay too.
