Looking for size Large (so they will fit both DH and I) scratch pants and training vest (the kind that holds toys/tugs), used, preferably at a very reasonable price.

My Husband and I each have a training vest what size do you need? However it has a club Logo on the back of them.
The next bad point is that the shipping from Over seas.

Looking for size Large (approx. 42" chest or bigger) so it will fit both my husband and I. I wouldn't care about the logo at all, I just want something for training and don't want to spend $100+ ordering one.

Fishing vets work great as a training vest and very affordable. LOTS of pockets.

Unless you want a fancy one with a ball ejector or something like that, as Ruq mentioned fishing vests work great. So do BDU vests. We don't use vests for training any more but years ago when we did that's what we used. I know several others who have used them as well. Just the regular ones picked up from a military surplus store (and sure you'd have no problem finding them).

Do you mean you want to buy Scratch pants and a Protection jacket, like helpers have to wear for trials?

I found two places that have both items new for decent prices - Elite K9 and Fordogtrainers.com. I have been satisfied with the stuff I have ordered from both companies, but I haven't used their pants or vest.
