Are you looking for AKC or SCH style tracking?

Is there a way to train for tracking at home?

Yup. I am pretty much self taught in tracking. I have tracked with a lot of people over the years, but figured out how to get the picture I want through reading and trial and error.
Hopefully someone can suggest good books for tracking. I am drawing a total blank right now beyond Gary Patterson's Tracking: from the beginning which is a SchH tracking book.

The AKC tracking regulations can be found on the AKC site: http://www.akc.org.
I can't remember if the SchH regulations are posted on line anywhere. Maybe at http://www.dvgamerica.com AKC is freer in how the dog can work, in many ways more applicable to real life and is pass/fail. SchH is very stylized, dog's nose must be very deep and is scored (minimum of 70 pts out of 100). AKC offers the TD, TDX and VST (variable surface tracking through urban areas). SchH offers the TR1-3, FH1-2.

A few good tracking books include Novice Nosework by Ed Presnall The Audible Nose by Judi Adler both available through http://www.pawmark.com
As far tracking clubs in your area you can go to the AKC website at http://www.akc.org and then to the clubs drop down and search by area. You can also go to the events drop down and then to judges and search for a local judge if there is no club. Many judges offer instruction or can tell you where you can find instruction. Good luck - tracking is really a blast.

Here's a site that can explain it a bit...http://www.schutzhundtracking.com/ Flash did his first scent pad with us when he was about 11 weeks old and he would have done it sooner if I had known I wanted to do schutzhund! By the time he was nearly 4 months old we started adding steps and now at nearly 8 months old he can track clear across a field (food in each step). Good luck! It's so fun.
