Default A Forum & subforums for product reviews

Something like

Products (Forum)
->Training Equipment (Subforum)
---->EliteK9 ASAT 6 foot lead (poll thread)
->Instructional DVDs (Subforum)
---->Focused Heeling with Michael Ellis (poll thread)

and in the thread users can provide opinions, but ideally you get to see a overal user community rating ala amazon user ratings style.

I think this is a neat idea, though I don't know if there would be any concerns from the board owners about liability. I'll bring it up and see what they think.

Yes!!! So many I feel like I have asked questions on equipment a lot with little to no response. It would be nice if there was a place just to look at reviews.

Liability in what way? If it were limited to a poll, say 1-5 star rating... I don't see how it could be a liability. You could even invite the manufacturer/retailer to address any negative comments.

Or a simple "the ratings are the opinions of respective board members, and not representative of germanshepherds.com" etc etc

This is done all the time on many other forums, like the FJ Cruiser forum and the boating forum I'm on.

On the other forums frequently this is a moderated forum, so as to ensure there is one and only one thread on a given product

Sounds like a fantastic idea. Cars is my other hobby and almost all of the automotive forums i'm on have something similar to this.
