When someone doesn't respond in a thread after a while, it tends to get forgotten about it. It drops in the active posts list and the discussion stops.
By posting a "bump", the post goes higher up on the active posts lists and remind people about it, continuing the conversation. The thread gets "bumped" up.

I often see it in the rescue section. They have nothing more to say about an individual dog, but if they do not bump her back up, she will land on page two or three and unless you are looking specifically that far back she may go completely unnoticed.
So people will bump a dog especially if her time is getting close to being up.

Aside from the Rescue forums here, where the "bump" fills the legitimate need of moving a topic back up so it doesn't end up being forgotten, you see "bump"ing threads a lot on forums where the more childish dwell, where "bumps" are commonly used when people feel their threads don't receive enough attention and feedback from others.
