Moving threads from Urgent to Follow-up

I'm just curious if a new policy has been instituted. I was under the impression that a thread in Urgent was not moved to Follow-up until a dog was 100% safe and out of the shelter.

Today however a thread was moved to follow-up when his status was still 'questionable'.

Has the policy changed?

I just want to be clear. I'm afraid that many dogs will be lost and die if this is a new policy.
