Set up a few times for your dad to come over. Have them leashed and give him some treats. Ask your dad to ignore them unless "four on the floor" and to give treats(drop on the ground) when they keep the feet of the floor. By dropping the treats, it keeps their head and nose down.
Your dad was inadvertently rewarding them by touching and interacting with them. Hard not to do when a 90lb GSD is in your face. But if you have them leashed, you can control that excitement.
