Yeah, that just seems like an all around bad idea. What happens if the dog sees something and runs away while chasing it? Or harasses someone, like in your case? I just don't see how you can have any control at all over a dog when you're driving around in your car behind it. Luckily I've never run into anyone doing that.

I have a neighbor that does this in our neighborhood with their boxer. She'll dive behind the dog and the dog full out runs on the sidewalk through the neighborhood.
