Funny how some people will bring up a military background to access situations. I have no idea how that makes them better suited to own a dog, train a dog, or whatever, but I see people bringing up their veteran status and wonder why they think it is beneficial when it comes to dogs. Because they know what it's like to submit?

It seems that police and military think that being around working dogs makes them uniquely qualified to own one. And expect the dog to recognize telepathically their authority, similar to the public. Then they are unable to fathom that the dog does not recognize military/police authority and disobeys.

Most cops I know actually are wary of many dogs, but the general public seems to think police are all dog handlers and as such can deal with their problem dogs.
