At first reading your story I was like, "Well that's not weird, sometimes adoption groups don't have enough "adopt me" vests or whatever and it might not be immediately obvious whether a dog is there for adoption or not.
But then, yikes! Following you around the store? I'd have been freaked out too, thinking she was going to try to steal my dog if I turned by back for a second! I don't think the initial question was weird, but not taking no for an answer and then stalking you is seriously unhinged. People are crazy, and crazy people get even crazier about animals.

About 6 months ago I took Z in to PetSmart for grooming, and when I picked him up as we were walking to our car, two ladies were walking in. One of them asked if he was looking for a home. I just said 'no he has a great home already' and kept on walking.
